What are some of the factors that should be considered from both quality and regulatory standpoints when you think of a company name change/organizational change/address change?

I agree with aleonard’s points.

Any agreements the company is under with any external organization? There are likely notifications to regulatory bodies, country sponsors/representatives, other external partners, etc. that are required and/or should be made prior to changing.

Clearly documenting how you will roll out the change (Quality Planning) can help you identify areas of impact also - get cross-functional input. 

Company name changes (and acquisitions) are a big problem with Software Bill of Materials (SBOM) and their references to specific software components.
